MacNeil is responsible for strategic planning and management of the Pappas’s financial and administrative needs. In this role, Bill is responsible for procuring financing and structuring the firm’s joint ventures partnerships.
Prior to joining Pappas, Bill served for more than 16 years as CFO and Member of the Operating Committee with Lincoln Harris. There he was responsible for obtaining project financing via capital partners and lenders for more than 100 projects, structuring and negotiating investor and lender terms. MacNeil also served for 10 years as Corporate Controller and Vice President for Crosland with responsibility for the firm's accounting, treasury, investment analysis, audit, tax, risk management, and information technology functions.
A native of Fairfax, Virginia, MacNeil is a member of the Urban Land Institute and the American Institute of CPA’s. He graduated Cum Laude from Virginia Tech University and holds an MBA from UNC - Charlotte.
